Patna: Bihar's new chief minister Nitish Kumar has said development would
be his top priority.
He said law and order in the state should improve first for investments to come.
Kumar is a senior leader of the Janata Dal United, which is part of the National Democratic Alliance and won the elections held in four stages, which started in October.
Caste balancing in his cabinet will be a task as hard as improving security in the state.
Caste balance
Not surprisingly members of the upper castes got the greatest share of 10 ministries, the backward castes were given seven.
Politicians of the extreme backward castes, the latest to join Kumar's National Democratic Alliance got five ministries, the Dalits and Muslims were give two each.
Along with Kumar 26 ministers took oath at Gandhi Maidan in Patna.
Eighteen ministers belong to the Janata Dal United and eight belong to the Bharatiya Janata Party.
Sushil Kumar Modi of the BJP was sworn in as deputy Chief Minister.
Nitish Kumar may have won as he says on a vote for change and development but he knows how much may change in Bihar, as caste remains a key element in the state's politics.
